Screening Policy

On April 1, 2026 the Provincial Government of Manitoba passed the Protecting Youth in Sport Act, a new piece of legislation governing the handling of all safe sport matters across the sporting environment in Manitoba.

Included within this act is the requirement for all Provincial Sport Organizations to enact a screening policy that implements a minimum standard for Coach and Team Officials screening.

In conjunction with both Sport Manitoba and Hockey Canada, Hockey Manitoba has approved a new Coach and Team Officials Screening Policy that comes into effect beginning September 1, 2026.

Hockey Manitoba Coach and Team Officials Screening Policy

As part of this new Screening Policy, all coaches and team officials will be required to complete a Screening Disclosure Form, and all coaches and team officials over the age of 18 will be required to complete a Criminal Record Check and Vulnerable Sector Check.

Steps for Completion / Compliance

Below are the steps for completing a Vulnerable Sector Check (VSC) as per the Hockey Manitoba Screening Policy:

1. Confirm your position as a coach or team official with your Minor Hockey Association (MHA) or registering body.
2. Determine your screening requirements by reviewing the Hockey Manitoba Coach and Team Officials Screening Policy by clicking HERE
3. Contact your MHA or registering body for the link to register online as a coach or team official.
4. During the coach/team official registration process, complete your Screening Disclosure Form (SDF) through the HCR (Spordle). Upon completion this will be available to your MHA or registering body for review.
5. If you have disclosed a criminal record or pending charges on your SDF you will be deemed ineligible for any participation until you have been cleared by Hockey Manitoba.
6. For non-Winnipeg residents, contact your MHA or registering body for a letter confirming your role as a volunteer coach or team official for the current season to be provided to your law enforcement branch.
7. Contact your local branch of Law Enforcement to begin the process of completing your Criminal Record Check with Vulnerable Sector Check.
   1. Winnipeg Police Service
   2. RCMP (Outside of Winnipeg)
   3. Brandon Police
8. Upon receiving your completed Vulnerable Sector Check:
   1. Submit the results of your cleared VSC to your MHA or registering body.
   2. If your VSC has been flagged, fill out the application linked HERE to upload and submit your flagged VSC to the Hockey Manitoba Screening Committee for review and ruling on eligibility.

Yearly deadlines:

• Completion of Screening Disclosure Form: annually, prior to being added to a team roster.
• Completion of Vulnerable Sector Check: December 1st of applicable season (valid for 3 years)
