Overview

Hockey Manitoba is seeking a Director of Officiating to provide leadership, direction and oversight of the provincial officiating program. The Director works with Hockey Manitoba office staff, Hockey Canada, Regional Referee Coordinators, leagues, officials and officiating Task Forces to make sure the program runs effectively and keeps developing officials at every level.

Role Purpose

The Director oversees the Hockey Manitoba officiating program and makes sure its parts are connected and working toward common objectives. The role supports recruitment, retention, mentorship, development and advancement of officials, maintains strong communication across the province, supports Hockey Canada opportunities, and helps establish the long-term direction of the program.

The Director will establish and maintain a 3 to 5 year strategic development plan, with the goal of a clear pathway for officials from entry-level participation through elite and Hockey Canada opportunities. The Director will support a structured pathway that lets officials progress from New Official, to Level 1, Level 2, Level 3, High Performance, and Hockey Canada Opportunities. The pathway includes education, on-ice development, mentorship, evaluation, game exposure, leadership development, performance feedback and advancement opportunities.

Key Responsibilities

  • Keep regular, direct communication with Hockey Manitoba office staff and work within Hockey Manitoba’s policies, procedures and strategic direction
  • Act as the officiating liaison to Hockey Canada, through Hockey Manitoba office channels, including nominations, deadlines and reporting
  • Establish official rankings with the appropriate Task Forces and office staff, in line with Hockey Canada qualifications and selection criteria
  • Communicate regularly with Regional Referee Coordinators and support regional clinics, mentorship, evaluations and the recruitment and retention of new officials
  • Maintain communication with the Manitoba Junior leagues and the U18 AAA Provincial League, and make sure league feedback is considered in development and advancement decisions
  • Develop a 3 to 5 year officials development strategy, identify officials with potential to advance, and set measurable development goals
  • Provide direction to the officiating Task Force committees, attend their meetings, and keep their work aligned and on schedule
  • Attend the Hockey Manitoba Fall Meeting, Semi-Annual Meeting and Annual General Meeting, and represent officiating within the organization

Leadership Expectations

  • Ability to lead a province-wide officiating program, set priorities and provide direction
  • Ability to work collaboratively with volunteers, staff, officials, leagues and committees
  • Strong written and verbal communication skills, with officials at all levels and with Hockey Manitoba, Hockey Canada, leagues, regions and stakeholders
  • Ability to manage multiple committees, programs, events and deadlines, and to keep accurate records
  • Strategic thinking, including the ability to develop and carry out a 3 to 5 year plan
  • Ability to work within Hockey Manitoba’s governance structure and its processes for communicating with Hockey Canada

Compensation & Application

This is a volunteer position with a three-year term. An individual may serve a maximum of two consecutive three-year terms. An annual honorarium of $3,000 is attached to the position. Approved travel and other reasonable expenses are handled in consultation with the Director of Development and the Sr. Coordinator, Officials Development, and are subject to Hockey Manitoba’s approval processes. The Sr. Coordinator, Officials Development, is the primary Hockey Manitoba staff contact for the role.
